Overview

The Finance Mobilization Expert will support efforts to identify, engage and mobilise public and private financing for city-level low-carbon interventions and demonstration activities. The role will work with national and subnational stakeholders, city partners, financial institutions, development partners and private sector actors to explore practical financing pathways for decarbonisation solutions.

Qualification

  • Master’s degree in Finance, Economics, Business, Public Policy, Sustainable Development or a related field.
  • Professional qualification such as CFA or CPA is an asset.

Experience

  • Minimum 7 years of experience in climate finance, blended finance, investment advisory or related roles.
  • Experience in investment identification, due diligence and financial structuring for climate, urban or industrial projects.
  • Experience with IFIs, DFIs, commercial banks, ESG investors or PPP units.
  • Familiarity with urban finance, industrial decarbonisation, energy or waste infrastructure is preferred.
  • Experience with GEF, multilateral development banks or the UN system is advantageous.

Key Skills

  • Strong analytical and financial modelling skills.
  • Ability to assess financial viability under multiple scenarios.
  • Ability to synthesise complex information and risk-mitigation strategies clearly and concisely.

Key Responsibilities

  • Identify financing barriers relevant to urban-industrial decarbonisation across participating cities.
  • Support city-level investment plans and financing strategies, including sustainable finance options, PPP structuring considerations and blended finance pathways.
  • Review alignment of proposed interventions with national and subnational financing policies, climate finance frameworks and incentive structures.
  • Maintain an updated map of relevant financing programmes, concessional facilities and institutional actors.
  • Assess potential financial feasibility of demonstration activities.
  • Conduct due-diligence screening of project concepts to identify financing requirements, risk factors and potential financing partners.
  • Advise on appropriate public, private or blended financing structures for demonstration and replication concepts.
  • Guide local industry partners, cities and SMEs on capital mobilisation options and requirements.
  • Contribute to investment-pitch materials where feasible.
  • Support trainings, workshops, technical guidance notes and peer-to-peer knowledge exchange on climate and urban-industrial finance.

Languages

Fluency in written and spoken English and Malay is required.

Overview

The Environmental / Urban Planning Expert will provide technical expertise across climate change mitigation, biodiversity conservation and land degradation. The expert will ensure that project activities, especially demonstration subprojects, are technically sound, environmentally sustainable and in compliance with the Environmental and Social Management Plan.

Qualification

  • Master’s degree in Urban Planning, Environmental Engineering, Natural Resource Management or a related technical field.

Experience

  • Minimum 7 years of experience in environmental or urban planning.
  • Experience with sustainable cities, biodiversity or land management.
  • Experience with environmental and social impact assessment, risk mitigation and safeguard implementation in donor-funded projects.
  • Experience engaging local governments, urban authorities and technical agencies.
  • Familiarity with GEF and UNIDO safeguard systems is a strong asset.

Key Skills

  • Strong technical understanding of green infrastructure.
  • Knowledge of renewable energy, transport planning and nature-based solutions.
  • Ability to support technical assessment, feasibility studies and policy alignment.

Key Responsibilities

  • Provide technical guidance for decarbonisation action plans, green public procurement tools and demonstration projects.
  • Conduct or coordinate technical assessments and feasibility studies for infrastructure, energy and nature-based interventions.
  • Support urban planning activities with local governments, ensuring integration of climate and environmental priorities.
  • Ensure implementation of the Environmental and Social Management Plan for the project.
  • Develop and maintain site-specific environmental and social risk assessments and mitigation measures for demonstration subprojects.
  • Work with the Monitoring and Gender Expert to track safeguard compliance and manage reported incidents.
  • Support alignment of project activities with national and local policy frameworks and urban planning regulations.
  • Contribute to technical trainings and workshops on sustainable urban development practices.
  • Serve as technical liaison to local government technical departments and planning units.

Languages

Fluency in written and spoken English and Malay is required.
